THE CHALLENGE

A leading-Israeli telecommunication company sent its employees on a vacation to Obonjan Island, Croatia. The elite resort was located 50 kilometers from Zadar airport. The plan was to have 200 patrons arrive for 3-days, in 9 rotations, over the period of 4 weeks, equaling, in total, 2000 guests. During their time on the island, the guests would be treated to some R&R at the resort as well as the opportunity to tour Zadar, including its shopping centers and ancient historical sites. The operation included greeting and securing arrivals and departures at Zadar Airport, their arrival to Obonjan Island by ferry, and ensuring 24/7 security for the entire resort.

The logistical support of such a massive and complex international operation, included overseeing 30 incoming and outgoing chartered flights, 100 buses in-transit as well as ferry rides from the main land to the island. Given that the venue was located on an isolated island, the challenge was to also ensure a precise 24/7 service both on the logistic aspect, as well as providing medical and emergency evacuation.

THE STRATEGY

The Scopus Security CPO teams included both intelligence and tactical personnel with vast experience in executing highly complex operations and were made up of former Israeli Navy Seals and elite search and rescue air force operators. Given the expansive operation, tedious planning rituals needed to be executed before the operation began. While stringent pre-planning cannot eliminate all risks to an operation, it was a vital period in order to fully know the locale, plan with local law enforcement agencies as well as Israeli governmental bodies operating in Croatia.

Coordination prior to the arrival of guests included:

INTELLIGENCE

1

Intelligence gathering via Scopus's Intelligence Desk.

MEETING

2

Meeting with Israeli Embassy officials (Security Director and Consulate General) in Zadar

RISK ASSESSMENT

3

On-site Risk Assessment of the different venues, including resort, airport, transportation, shopping centers and historical sites.

ALIGNMENT

4

Alignment with airport police and visit to local medical support centers.

PREPERATION

5

Preparation of operational files with all pertinent information, including emergency evacuation procedures and protocols.

PROVISION

6

Provision of alternate communication, including satellite phones, among others.
